Emergency Operations Center (EOC) |
General Information
The County Emergency Operations
Center, located in the Spartanburg County
Courthouse, serves as the central clearinghouse for
disaster-related information, and requests for
deployment of assistance. A Certified Bomb Shelter,
the EOC is a hardened facility as well as a modern
facility, offering the appropriate equipment,
security, and space to manage a modern emergency or
disaster.
Operating Condition (Op con)
Level of Readiness
Operating Conditions at the EOC are
based on the following Opcon levels:
Op
con 5 - Day-to-day operations to include normal training and exercises
Op
con 4 - Possibility of an emergency or disaster situation that may require a
partial or full activation of the Emergency Operations Center (EOC).
Op
con 3 - Disaster or emergency situation likely or imminent. Full or partial
activation of EOC; activate Emergency Operations Plan and other plans as deemed
necessary.

Op
con 2 - Disaster or emergency situation in effect; maximum preparedness level;
full activation of the EOC
Op
con 1 - Disaster or emergency situation in effect; full-fledged emergency
response operations on-going; highest state of emergency operations
Current Condition

Operations Room is the nerve
center
The Operations Room is central to the
EOC. It serves as the "nerve center" during emergency operations.
Working space is provided for all disaster response Emergency Support
Functions (ESFs). The
Operations Room can accommodate 30 plus people and is equipped with extensive
telephone, data and radio systems, which allow emergency response
personnel to coordinate disaster operations. An audio-visual system,
integrated with the EOC's computer network, has the capability to keep
the emergency staff current on developing situations during emergencies,
while also providing an excellent training facility with many different
applications.
Policy Room/Joint Information
Center
The Policy /Joint Information Center
is vital for keeping the public informed and when
needed, policy issues addressed. This
conference style room provides the tools necessary
for policy makers and/or public information officers
to address their the policy/public relation issues
while staying informed on the incident. With a
direct link to the operations room, IT support, and
numerous audio visual capabilities, this room proves
invaluable during times of emergency.
Alternate 911 Center
The Alternate 911 Center primary
purpose is to provide 911 an alternate location
should the need arise. When not utilized by
911, this room often becomes a staging area and/or
serves as our alternate Joint Information Ceter
