Mitigation Planning
Mitigation planning is important to identify the hazards that affect your community and developing a strategy to mitigate those hazards. The Disaster Mitigation Act of 2000 (DMA2K), which amended the Stafford Act, places a strong emphasis on mitigation planning. The DMA2K makes mitigation plans for state and local governments a requirement to become eligible for funding through the Hazard Mitigation Grant Program (HMGP).
To implement the DMA2K, FEMA published a final interim rule in the Federal Register on February 26, 2002. This rule outlines the specific requirements that mitigation plans must contain to be approved by FEMA. Plans must be approved by November 1, 2003 to remain eligible for HMGP funding.
